In December 2008/January 2009, the Outcome Mapping Journal (OM Journal) was generated by Hon. Gordon Sematiko. Hon Sematiko is the Member of Parliament for Mityana North Constituency and the vice chairperson of the Science and Technology Commitee of the Parliament of the Republic of Uganda. He is also a member on the Parliamentary Committee on Information and Communication Technologies (ICT).

In February 2009, the OM Journal was generated by Ms. Flora Kizza, a Subcounty Chief representative of potential partners from Local Government for the project in Nabweru.

In March 2009, the OM Journal was generated by Ms. Eva Namayanja, a user of the Nabweru Telecentre.

In April 2009, the OM Journal was generated by Mr. Ivan Gaayi Kibirige, Manager of the Nabweru Telecentre.
